Construction begins!
I debated whether to build this layout using foam risers or plywood cookie-cutter construction. In the end I went with the latter, partly because I enjoy working with wood and partly because cookie-cutter construction yields natural vertical grade transitions, which were sure to be an issue with such steep grades. The frame is built from 1x3s, with horizontal 1x4s serving as risers on the top level. I cut holes in the 1x4s to conserve weight and to allow for wiring runs.
